Dr Khare is Founder, President, and Chief Executive Officer of Envirosystems, Inc. He developed the business plan, financial and marketing strategy, designed the laboratory, assembled the management team and obtained a commercial bank's support for the project. Earlier he had set up two other large state-of-the-art environmental analytical laboratories, one for the U.S. EPA at Las Vegas under contract with University of Nevada, Las Vegas, and another for a private corporation in Maryland. He was Laboratory Director and Manager of large corporate environmental analytical divisions prior to that.

Dr. Khare has more than 25 years of experience in environmental analytical services, interdisciplinary research, methods development, program management, consultancy, setting up of environmental laboratories, and marketing. His publications include analysis for trace organics and inorganics in a variety of diverse and complex matrices using state-of-the-art instrumentation. He has worked for industries (EA Engineering, Science and Technology, Inc., Sparks, Maryland; Rockwell International, Newbury Park California, and IT Corporation, Knoxville, Tennessee formerly Hydroscience, a subsidiary of Dow Chemical Company), universities (Cornell University, Ithaca, Oregon State University, Corvallis, and the University of Maryland, College Park), and government (U.S. EPA EMSL Las Vegas, under a cooperative agreement with the University of Nevada at Las Vegas).

His experience includes laboratory expansion and diversification of the services, instrumentation data, quality assurance and analytical quality control, physical facility and safety plan. He is also experienced in business development, personnel and project management, interdisciplinary research, hazardous waste characterization, safe handling, detoxification, and disposal and the point and non point source of pollution.

Dr. Khare consults with others in the company and outside agencies in his area of expertise. He has extensive experience in program management, environmental data evaluation and interpretation, research proposal and analytical report writing, QA/QC, laboratory safety, and hazardous materials (2,3,7,8-TCDD) handling and analysis. Dr. Khare has been responsible for various government programs (EPA CLP, USATHAMA, State of New York and New Jersey, etc.) and a variety of private industrial clients programs dealing with environmental analytical chemistry and methods development. He is informed about the latest regulatory agency's requirements in the environmental analytical business.

Dr. Khare also acts as a technical consultant to outside corporations in setting up new laboratories and their management. Also, he is consultant to companies on the specific projects involving U.S. EPA Contract Laboratory Program, Dioxin and complex environmental analyses using state-of-the-art instrumentation. Dr. Khare interfaces with clients and laboratory personnel during project development, start-up, on-going QA/QC and as technical expert and advisor. He is responsible for business development, strategic planning, technical direction and financial profitability of the company.

Hazardous Waste Analytical Program

Helped in planning and design of the Quality Assurance Laboratory at the University of Nevada, Las Vegas (UNLV) for U.S. EPA, Environmental Monitoring Systems Laboratory, Las Vegas (EMSL-LV), under a cooperative agreement. Involved in the acquisition, installation, and operation of more than a million dollars worth of state-of-the-art instrumentation (Finnigan 4500 and OWA 30B GC/MS/DS, Varian Vista GC/HPLC system, Hewlett-Packard GC with a variety of Detectors, Bausch and Lomb 35000 ICAP, two fully automated Perkin Elmer 5000 AAs with furnace and flame, Beckman IR and UV-VIS spectrophotometers) and other equipment and supplies for analysis of hazardous waste samples. Responsible for ordering all supplies, consumables and spare parts required to run an advanced analytical laboratory dedicated for contract laboratory analytical work under Superfund, and QA/QC. Wrote standard operating procedures for all aspects of Contract Laboratory Program Management and instrumentation operations. Participated in EPA Contract Laboratory Program from inception. Hired technical staff for the laboratory.

Environmental Analytical Services

Managed a variety of analytical services programs for government agencies, private industries, and universities. Analytical services include use of approved methods (U.S. EPA, ASTM, etc.) and development of procedures for difficult analyses. Specialized in trace organic analysis by GM/MS, both low and high resolution. Used solid probe method, with temperature programming for compounds that are not amenable to gas chromatography. Expert in various analytical procedures for complex and special analysis in a variety of matrices.

Air Contaminants Analysis

Experienced in air analysis for organic contaminants using Tenax traps for sampling thermal desorption, cryo-trapping, and HRGC/MS for Analysis. Compiled data for break-through volumes for various organics compounds on Tenax and charcoal traps. Designed thermal desorption and cryo-trapping set-up for successful analysis of carcinogens and priority pollutants in air for EPA and private industries. Familiar with a variety of other sampling and analytical techniques for air toxic pollutants. Used a variety of methods for environmental sample preparation and cleanup prior to instrumental analysis. Wrote elaborate internal research and development report on air contaminant analysis.

Analytical Data Audit and On-Site Laboratory Evaluation

Participated along with Quality Assurance Division (QAD), EMSL-LV in evaluation and audit of the analytical data submitted by contract laboratories under Superfund (CERCLA) program. Visited EPA contract laboratories on quarterly basis for on-site evaluation and data audit along with EPA personnel from Quality Assurance Division (QAD), EMSL-LV, Program Management Office, Washington, D.C., and the National Enforcement Investigation Center, Denver, Colorado. Involved with in-house data audit and QA/QC program implementations at various places of work during last twenty years. Developed analytical QA/QC plan, both generic and project site-specific for analytical program. Wrote QA/QC plan for dioxin analysis and data evaluation.

Analytical Protocol Evaluation and Validation

Participated in critical review and evaluation of EPA, Invitation for Bids (IFB) documents for dioxin analysis in soil and sediments. Reviewed periodic modifications of IFB documents or organic Contract Laboratory Program under Superfund. Familiar with the latest requirements of regulatory agencies for analysis, detoxification, and disposal of hazardous wastes. Participated in critical evaluation of methods and protocols for organic analysis.

Analytical Methods Development

Developed analytical methods for trace organics and inorganics in a variety of diverse and complex matrices (air, water, soil, sludge, sediments, and biological materials) using GC/MS/DS, GC, HPLC, AA, IR, UV-VIS, electro-analytical instruments, and wet chemistry. Involved in EPA 600 series method development by gas chromatography. Developed method and successfully analyzed parts per billion level of organic impurities in liquid chlorine by GC/MS. Designed a high vacuum system for trace volatile organic analysis. Published work in this area.

Mass Spectral Data Interpretation

Experience in interpretation of mass spectral data from both low resolution and high resolution instruments. Have experience as mass spectral interpretation specialist for EPA projects since starting of the GC/MS organic analysis protocol. Involved in teaching mass spectrometry section of an advanced instrumentation course at Cornell University. Familiar with application of the latest in the state-of-the-art instrumentation (MS/MS, LC/MS, GC/FTIR, ICP, ICP/MS, high resolution mass spectrometry) for environmental analysis.

Water Quality and Interdisciplinary Research

Studied water quality, pollution control, characterization of point and non-point (diffuse) sources of pollution, analysis of trace pollutants (organic, inorganic, volatiles and non-volatiles), microbial nutrients in the environmental samples, and statistical evaluation of environmental data. Investigated the water quality and microbiology of a lake tributary in upstate New York. Investigated trace nutrients, both organics and inorganics, in water samples supporting iron bacteria. Investigate physical chemical process for waste characterization, treatment, and disposal. Participated in interdisciplinary research involving radiation, physical, and photochemistry; published work in this area. Has experience in analytical physical, radiation and radiochemistry.
